and was it the great wall of china necessary for an ordinary citizen ?

The wall was originally going to be much smaller, just enough to keep out the invading mongolians. However, as time went on, China kept adding more to it.
It used to be a collection of several walls around 221 B.C. but were later combined and added to until about 1922 A.D. which is the humongous structure we see today.
It was built to protect the northern borders of China. The first wall was built in the 3rd century B.C. The third wall was actually built in the late 15th century. This was for protection from the Mongols. There were four walls built during four dynasties.
The great wall wasn’t really built to keep out the Mongols. Of course, it was one of its purposes, but not the major reason. Even in those times no one seriously believed that a long wall would be able to keep out an invading army.
The Qin dynasty was the first to unite the Chinese mainland into a single nation from the period of conflicting smaller kingdoms. (Only to dissolve again though) Adding to the fact that the emperor was paranoid and went possibly quite mad duing his later years, he needed to put the massive number of dissidents and scholars (he hated confuscian scholars because he thought them to be disrespectful to the emperor’s authority) to work somewhere, preferrably somewhere they’ll die due to overworking/horrible condition etc. (The idea of hard working being a cure for those who think too much probably came from this era.) What better way than a great wall (and a great tomb/palaces/etc etc) to work people to death?
The great wall of China was built to save the country from invasion of Huns / nomads from the north – Mongolia. The wall was necessary because invaders always denude and emasculate the country in general and people in particular irrespective of their power and position. The weakers, specially the women and children are the worst suffers of any invasion.

officially to keep out invaders, but it never worked . Similar to the pyramids of egypt it was the local economic engine back then .
